Looks like the GPS sensor on the EVO gets affected by the speaker output. I'm assuming magnetic interference. Turning the speaker / announcements off or using headphones completely stopped the GPS issues for me.
I duplicated your issue on a bike training as well. I normally run, and have not seen this issue while running. The training in question I had the phone in my pocket, where normally it is in my hand.
I too came from winmo -> Evo, but mine force closes randomly. Other than that, I have excellent GPS accuracy. Does yours force close at high dilution, or just give poor tracks?

Problem with GPS recording timing out on HTC Evo
I bought a new Android phone to replace my former Windows Mobile phone and I'm finding the GPS function to work improperly on the new phone. Every five minutes GPS dilution rises to between 10 and 25, the recording of my ride stops, and then it starts working again. The result is spiky speed, dilution and pace charts with GPS dilution rising sharply as speed slows to 0. Strangely, the software seems to record the track of my ride correctly--perhaps by simply filling in the gaps through extrapolation, but average speed of the ride is significantly higher than it should be because it shows me being stopped for 12 minutes out of each hour.
The phone has done this consistently on the first three rides I've taken with it. Any suggestions on settings or other type of fix would be much appreciated.
